CIDCO To Regularise Redevelopment Of Panvel Housing Societies In Sectors 1–11

State Government Offers 90-Day Window For Unregistered Societies; Adhiraj Capital Complaints Under Probe

In a significant policy update, CIDCO will facilitate the redevelopment and regularisation of housing societies located in Sectors 1 to 11 of Panvel Municipal Corporation, where plots initially allotted for bungalows or row houses were later converted into multi-storey apartment buildings and sold commercially. The assurance came during a legislative session on July 4, when Urban Development Minister Uday Samant confirmed that the government and CIDCO are aligned on resolving these long-pending redevelopment issues positively.

Addressing a starred question raised by MLC Vikrant Patil, Minister Samant revealed that some buildings have already been regularised under the CIDCO’s earlier policy, which allowed for the legalisation of constructions up to 100 sq.m. Following recent court decisions in favour of these irregular structures, CIDCO is now preparing for further positive action.

Importantly, the minister announced a 90-day extension for societies that have not yet submitted redevelopment plans. “Those societies can present their proposals to CIDCO within this window, and CIDCO will ensure fair decisions on all cases,” he added.

Adhiraj Capital Under CIDCO Scanner Over Serious Complaints

Minister Samant also addressed grievances related to Adhiraj Capital, a high-rise complex in Panvel, where residents have reported severe issues such as water scarcity and non-functional lifts. “This is a serious matter. A probe into the construction quality and responsible officials is underway,” he said. CIDCO’s senior team will visit the site next week, interact with residents, and propose time-bound remedial measures. The findings will be tabled in the House before the session ends.

Policy On Double Taxation Coming Soon

The session also discussed the issue of double taxation in MIDC and CIDCO areas, where both municipal corporations and CIDCO have levied taxes. “This is incorrect,” said Samant. He proposed a joint policy to address the matter, which will be discussed in a meeting chaired by Deputy CM and Urban Development Minister Eknath Shinde.

Furthermore, he assured that cluster redevelopment schemes managed by CIDCO will be expanded and strengthened to bring better urban planning and infrastructure to these areas.
