Maharashtra Housing Minister Confirms Legal Action Against Tycoon Realty For Delayed Rent And Project Delays

The Maharashtra Legislative Council on July 16 saw a heated discussion over the stalled redevelopment of the Shantidoot Cooperative Housing Society in Chikanghar, Kalyan, with Housing Minister Shambhuraj Desai declaring that the appointed builder must pay all pending rent dues within six months. The announcement followed strong demands from legislators, including Yogesh Tilekar, who raised the issue through a calling attention motion.

The Minister confirmed that the builder, M/s Tycoon Avanti Projects LLP (Tycoon Realty), had only disbursed rent up to 2021, leaving residents in distress. A joint meeting will soon be convened between society members and the builder, where orders will be formally issued to clear all arrears and expedite the redevelopment.

Further complicating the matter, the developer is alleged to have raised unauthorized loans using society property as collateral, prompting the society to move court seeking cancellation of the registered development agreement. As per rules, only the Cooperative Court holds the authority to cancel a registered development agreement, and the case is currently under judicial review.

Minister Desai assured the House that in light of repeated complaints and the builder’s failure to honor timelines or provide consistent rent, all necessary directions would be issued to ensure accountability and resumption of redevelopment activities without further harassment to the residents.

This issue highlights the persistent delays and compliance failures in Mumbai Metropolitan Region’s redevelopment sector, especially where societies rely heavily on private developers for executing housing upgrades.
