It is highly commendable that Maharashtra is the leading state in providing 50 percent reservation for women in local bodies . Maharashtra is one of the few states where the ‘ Right to Service Act ‘ is in force , through which citizens get various services at their doorstep. For the empowerment of women , the Maharashtra State Rural Livelihoods Improvement Mission (UMED) is being successfully implemented under the National Rural Livelihoods Improvement Mission. Today, thousands of self-help groups have been formed across the state , and many women’s groups are benefiting from it. Governor C. P. Radhakrishnan appealed to MAVIM and UMED to jointly try to embody the concept of Prime Minister Narendra Modi’s ‘ Lakhpati Didi ‘ .
Expressing his special happiness that Gram Panchayats of Maharashtra have consistently received Panchayat Raj Awards at the national level , the Governor said that the first Chief Minister of Maharashtra , Yashwantrao Chavan, ensured decentralization of power by introducing the concept of a three-tier Panchayat Raj system . After the 73rd Amendment, Panchayat Raj institutions got constitutional status , due to which leadership qualities started developing among local representatives. Many local representatives went on to become MLAs , MPs and ministers. Prime Minister Narendra Modi has termed Panchayat Raj institutions as the foundation of India’s democratic framework and the engine of rural transformation. Under his visionary leadership , the government has implemented many initiatives like e-Gram Swaraj , Digital Gram Panchayat and Swamitva Yojana. Computerization , digital systems , as well as various online portals and apps are being used to speed up administrative processes.
