
MHADA Projects, BDD Chawl Progress & Proposed Regulatory Amendments Reviewed
📍 Mumbai, Maharashtra Chief Minister Devendra Fadnavis held a comprehensive review of the Maharashtra Housing and Area Development Authority’s (MHADA) ongoing and proposed housing initiatives. The meeting, convened at Sahyadri Guest House, focused on key redevelopment schemes, including BDD Chawl projects, proposed amendments to Development Control Regulations (DCR), and other transformative housing strategies.
The high-level review was attended by Deputy Chief Minister and Housing Minister Eknath Shinde, Minister of State for Housing Dr. Pankaj Bhoyar, Chief Secretary Sujata Saunik, Additional Chief Secretary (Urban Development) Asim Kumar Gupta, MHADA Vice Chairman and CEO Sanjeev Jaiswal, and senior officials from the Housing Department and MHADA boards.
📝 Review of Proposed Amendments Under DCR 33
The Chief Minister assessed amendments under various DCR clauses such as 33(4), 33(5), 33(7), 33(9), and 33(24). Among the key proposals discussed were:
- Reduction of penal interest on development fees.
- Utilization of MHADA’s additional housing stock for transitional camps or public lottery.
- Provision of additional carpet area incentives under DCR 33(4).
- Reservation of land in MHADA colonies under the Development Plan for housing.
- A push toward a comprehensive housing scheme to improve urban living standards.
🏘️ BDD Chawl Redevelopment: Phase-Wise Updates
Progress on MHADA-led BDD Chawl redevelopment projects was thoroughly reviewed. Updates include:
- Worli BDD Chawl (Total: 9,869 flats):
• 3,888 flats under construction
• 556 flats to be handed over within two weeks
• 1,419 flats to be transferred by September 2025
• 1,642 flats scheduled for transfer by August 2027
- Naigaon BDD Chawl (Total: 3,344 flats):
• 1,938 flats currently under construction
• 864 flats to be transferred by September 2025
- N.M. Joshi Marg BDD Chawl (Total: 2,560 flats):
• 1,241 flats under progress
• 342 flats expected to be transferred by December 2025
In the Siddharth Nagar Patrachal Project, Goregaon, 672 original members have already received flats. Occupancy certificates have been issued for three plots, and work orders for 1,243 flats across four plots have been sanctioned.

💬 CM’s Directive: Affordable Housing is the Priority
Chief Minister Devendra Fadnavis instructed MHADA to “make suitable regulatory modifications and prioritize planning that delivers affordable housing to urban citizens.” MHADA’s Vice Chairman and CEO Sanjeev Jaiswal provided detailed insights through a presentation during the meeting.
Also in attendance were MHADA Mumbai Chief Officer Milind Borikar, senior official Milind Shambharkar, and Chief Officers from respective regional boards.
