Massive Lottery Opens July 14 amid Record Applicant Rush

Mumbai, July 27, 2025: The Maharashtra Housing & Area Development Authority (MHADA), through its Konkan Board, has launched one of its largest-ever housing lotteries, offering 5,285 flats and 77 residential plots across Thane city, Thane district, Vasai (Palghar), Badlapur, and Sindhudurg. The scheme, aimed at various income categories, opened for applications online on July 14, 2025, at 1 PM.

Types of Housing Schemes & Locations

MHADA has structured the flats under multiple housing schemes:

  • 20% Inclusive Housing Scheme: 565 flats
  • 15% Integrated Urban Housing Scheme: 3,002 flats
  • Konkan Board Housing Scheme: 1,677 flats (including scattered units)
  • 50% Affordable Housing category: 41 flats
  • Residential plots: 77 parcels in Oros (Sindhudurg) and Kulgaon-Badlapur

The units are located in developing pockets like Thane, Vasai–Palghar, and Badlapur, making them accessible to middle- and lower-income households within the Mumbai Metropolitan Region.

Overflowing Response: Applications & Payments

By July 23, MHADA had received nearly 13,891 applications, and around 5,165 applicants had already paid their earnest money deposit (EMD), signaling overwhelming demand for these affordable homes.

Eligibility Criteria & Application Steps

  • Applicants must be Maharashtra residents, aged 18 or older, with no prior MHADA/government‑allotted residential ownership.
  • Income categories:
    • EWS: ≤ ₹6 lakh/year (max 30 m²)
    • LIG: ≤ ₹9 lakh/year (max 60 m²)
    • MIG: ≤ ₹12 lakh/year (max 90 m²)
    • HIG: no income limit (up to 110 m²)
  • Process is fully digital via IHLMS 2.0 portal or app, requiring PAN, Aadhaar (via Digilocker TPIN), email, phone OTP, and uploads of identity, income, and domicile proofs.
  • MHADA strongly warns against using middlemen, as no brokers have authorization, ensuring transparency in the computerised draw process.

Pricing & Strategic Impact

  • Estimated prices range from ₹14 lakh to ₹37 lakh for flats in locations like Sanpada, Nerul, and Ghansoli, offering well-connected options without the typical Mumbai price tags.
  • This lottery is MHADA’s strategic push to address housing shortages among EWS, LIG, and MIG households, in sync with government housing targets. In the state budget, over ₹9,200 crore was allocated for the construction of 19,497 units, out of which the Konkan Board estimated around 9,900-plus units alone, across Maharashtra.

Why It Matters

This MHADA lottery comes as a landmark initiative in the context of rapidly rising property prices in the Mumbai Metropolitan Region. By offering a mix of affordable housing schemes, digital transparency, and fair allocation, MHADA is making home ownership more accessible to thousands of middle- and lower-income families.

The robust early response — over 13,800 applicants in under 10 days — shows just how critical such initiatives are and how strongly demand persists for affordable urban housing in Maharashtra.
